PERHAPS they think he's a one-tournament-wonder.
While artists honoured Croatia's Luka Mordic with a mural on a Kazan hotel, alongside Lionel Messi and Cristiano Ronaldo, Harry Kane appears to have been forgotten.
Hours after Croatia knocked hosts Russia out of the World Cup, to set up a semi-final with England, artists were up on cranes scribbling away.
The mop of hair that emerged turned out to be that of midfielder Modric.
Indeed, he deserved his place among the two titans of world football; his influence on this Croatian team is crucial.
But what of Kane? What of England's leading man? The World Cup's leading goalscorer?
There is, as yet, no space for the 24-year-old who is the only irreplaceable cog in Gareth Southgate's purring machine.
Messi's Argentina were knocked out more than a week ago while Ronaldo is now busy pondering whether to trade Madrid for Juventus.
But Kane is still in Russia, heading towards that goal he set himself three weeks ago.
The Tottenham Hotspur striker is two goals ahead of Belgium's Romelu Lukaku in the scoring charts, and 90 minutes from taking England to their first final since 1966.
Humble Harry wouldn't mind the snub, of course.
Lifting the Jules Rimet trophy and nestling up alongside the golden boot in a week's time will do for him.
But Kane surely deserves it just as much as Modric.
Perhaps they'll find some space in Red Square instead.
