UEFA will soon approve the use of a fourth substitution, according to reports in Spain.
The idea has been previously trialled in the 2016 and 2017 women's European Championship, the 2016 and 2017 women's Under 19s European Championship, and 2017 men's Under-21 European Championship.
And report that the results of the study have convinced European football's governing body that the change would help protect the players against the workload of modern football.
A meeting took place in Bratislava on Sunday evening, where a decision would have been taken.
There have been gradual changes in the game, with a fourth change allowed after Extra Time in some tournaments.
Furthermore, Uefa chief Aleksander Ceferin has reaffirmed his desire to combat "hooliganism" among fans on the continent.
