Arsene Wenger said a deal to sell Alexis Sanchez will take place before Wednesday and Malcom is understood to be his No1 choice to replace him.
Manchester United playmaker Henrikh Mkhitaryan is also believed to be on the Frenchman's radar and is reportedly available in a player-plus-cash deal.
Manchester City had been favourites to land Sanchez, 29, but have reportedly now ruled themselves out of the running.
The final straw apparently came when Sanchez's agent, Fernando Felicevich, told the City hierarchy that the Red Devils are willing to pay more in wages and fees.
City, who had been in talks with Felicevich for a while, are said to have been left unimpressed by Sanchez's increased wage demands so late in negotiations.
Wenger, speaking after Arsenal's 2-1 defeat at Bournemouth on Sunday, said: "If Sanchez goes, we need to replace him.
"We have, of course, to respond to it. Will he go or not, I don’t know. But at the moment it’s transfer period and in these kind of periods you try to use the players who are completely focused on being at the club."
Malcom's agent hinted an Arsenal move was on the cards by uploading a picture of himself in London with the hashtag "PremierLeague".
