But the Blues have slapped a £40m price-tag on the midfielder and the club are not willing to fork out that much.
That could leave the door open for United to land the former Benfica star.
Mourinho has turned his attention to Matic after giving up on a deal for Tottenham star Eric Dier.
He had made the England international his No1 midfield target this summer as he plans the next phase of his Old Trafford rebuilding job.
But Spurs were unwilling to budge on their £60m asking price and made it clear Dier was going nowhere.

The only players leaving will be ones sanctioned by boss Mauricio Pochettino as in the case of Kyle Walker who joined Manchester City last week.
Matic is keen on linking up with his old boss again after winning the league with him at Chelsea two-seasons ago.
And he has told Chelsea that he wants his future sorted out after being told by the club he could leave.
The Blues would prefer to sell him to Juventus ahead United after they beat them to the signing of Romelu Lukaku.
But they will have to lower their asking price if they want to keep him away from their Premier League rivals.
