Top scorer Ibrahimovic missed United's 2-0 EFL Cup win over Hull in midweek with illness, while defender Rojo limped off in the 4-0 FA Cup thrashing of Reading last weekend.
But Mourinho said: "I think they are available. I cannot confirm with 48 hours to the match, but I think so."
The duo's return would be a welcome boost for United, who are going for 10 wins in a row against Jurgen Klopp's second placed side, who are now just five points ahead of the Red Devils in sixth.
Morgan Schneiderlin moved to Everton this week for £22million, but the other wantaway star Memphis Depay could be staying at Old Trafford if a deal cannot be met with a number of sides.
Mourinho added: "The offer we had is far from being reasonable for us. If in the end of the month nothing happens, he’s one more option."
It is a huge game, and Mourinho is still learning about the heated rivalry between United and their Merseyside counterparts - but says his side are more than ready for the clash.

He said: "It’s three points plus the emotional side of it, the fans and the players that are in the club for a long time, they understand the feeling better than I do.
"But I have been here for a few months and I am beginning to understand this good rivalry. Rivalry is very good for football clubs, but it is three points, not more than that.
“I am not nervous any more, not at all. But that desire to play, that desire for the match to be tomorrow not Sunday is the same – and it is the same with the players.
“The ones that are playing are happy, the ones on the bench are not happy that is for sure. I’m sure Jurgen is the same, let’s hope outside the stadium everything goes well.”
Mourinho believes there are many similarities between him and German coach Klopp - with one key difference.
He added: "We like to win, like every manager. Everyone has his own personality and style, his own style of coaching and leading.
