Rooney was benched in England's latest World Cup Qualifying game away at Slovenia, coming on in the 72nd minute.
It followed his club boss Jose Mourinho relegating the 30-year-old to the bench at Manchester United.
And Wright believes it's time for Rooney to take serious stock of the situation.
"The fire seems to be missing from Wayne Rooney's belly," he told SunSport's Shaun Custis in the Sun Goals Podcast.
"He needs time to sit back and think about what's happening in his career right now and how he wants to finish it.
"At the moment it's petering away and he's on the periphery of games. I like to see our greats go out great."
Manchester United travel to fierce rivals Liverpool for Monday Night Football.
Looking at which players in the Premier League have impressed Wrighty so far this season, thoughts turned back to his old club - and Shkodran Mustafi.
"Mustafi has brought a stability and a presence to Arsenal," he added.
"He's more solid, he's always in the right place, he has great athletic ability, he's got a great spring, he's not bad coming out with the ball, he's got everything."
Arsenal host Swansea on Saturday, 3pm kick-off.
