Atletico revealed the paperwork was completed at 10.28pm BST, just over half an hour before the deadline.
And The claimed the Spanish club were left reeling at the lack of notice from Arsenal.
The report also stated Arsenal told LaLiga of their intention to meet Partey's release clause - NOT Atletico.
Meanwhile, former Ghana boss Avram Grant has described Partey as the 'perfect signing' for Arsenal.
