The Uruguayan chief has previously stopped just short of confirming the deal - which will make the ex-Premier League star the world's best paid player - was done.

He said: "I'm still waiting for 100 per cent to get permission to talk to Carlos about what's ahead.

"I don't want to be unfair to people. It seems that everything is done and missing some details to be announced."

Shenhua finished fourth in the CSL last season - 16 points behind champions Guangzhou Evergrande Taobao.

Tevez joins former Chelsea star Oscar as the latest big-name addition to Chinese football.

The duo will compete against the likes of Demba Ba, Alex Teixeira, Fernandinho and Paulinho in the growing competition.

Premier League clubs are bracing themselves for another winter raid as state-backed Chinese clubs splash their immense wealth.

But Tottenham boss Mauricio Pochettino insisted he was not worried about losing key players.

He said: "I don't believe it's a danger for us. I can accept all the decisions, but it's sometimes difficult to understand this type of decision.

"Football for me is not only money, it's to be competitive and for me the Premier League is the most important league in the world.

"It's not only money, for me, it's a passion. I need to feel the competition."
