He sees the pair as ideal replacements for Will Keane, who is out with ruptured knee ligaments, and Ahmed Elmohamady when he heads off on African Nations Cup duty with Egypt in the new near.
Striker Rodriguez, 27, is struggling for game time, while 24-year-old Horgan is valued at £800,000 by his Irish club.
Phelan, whose side are in the Prem drop zone ahead of hosting West Brom today, admitted: “We’re light on numbers up front and in midfield.

Asked about his side’s survival chances, Phelan added: “Losing 3-0 at Sunderland was a tough one to take but the good thing is we are not adrift at the bottom.”
Meanwhile, Tony Pulis wants West Brom to spend big in January as he hunts his first-ever top-ten Prem finish.
