But there's no shortage of competition for the England international with Premier League rivals Aston Villa and Tottenham reportedly showing interest.
Juventus and West Ham are next in the betting markets at 12/1, while Arsenal, Brighton and Liverpool all share a price of 14/1 to conclude a deal this winter.
Championship Leeds, where Phillips made 234 appearances in his eight-season stay, are trailing the pack at 20/1.
Phillips is looking increasingly likely to leave the Etihad Stadium having failed to impress manager Pep Guardiola.
