Inter Milan and PSV's league rivals Ajax are also on the Utrecht-born teenager's trail.
The midfield maestro is under contract until 2022 and has been loyal to the Eindhoven club since 2010 when he was seven-years-old.
The Dutch prodigy is able to operate on the right wing or as a central midfielder and he has clocked up 34 appearances this term - setting up nine goals for his teammates.
He has a similar background to Chelsea's latest capture Hakim Ziyech, having been born in Holland to Moroccan parents.
Ihattaren was part of the Holland side that won the 2018 European Under-17 Championship in England.
PSV hope to hold on to their brightest young talent for at least one more season but they may be forced to cash in on valuable assets following the financial impact of the coronavirus crisis.
They may struggle to resist Chelsea or City's financial muscle if either Premier League giant makes a bid this summer - as the killer virus has badly hit the pockets of clubs across Europe.
