Theresa May warns Vladimir Putin that Britain is steeled to combat Russia’s ‘hybrid’ warfare

THERESA May will warn Vladimir Putin that she is mobilising “every capability at our disposal” to fight back against Russia’s hybrid warfare.

The PM unveils a new national security strategy to tackle the Kremlin’s multiple 21st Century threats,  and fake news to bomber jets’ dry runs.

For the first time, security chiefs will be able to draw on the soft power of the whole government as well as our traditional military prowess.

That means throwing Britain’s intelligence expertise, economic wealth, cutting edge communications and even the giant £13billion pot of aid money into the real time fight.

The ‘Fusion Doctrine’ will also allow ministers to tackle the full spectrum threats that international terror movements like ISIS pose as well.

In the foreword to the National Security Capability Review drawn up over the last nine months, Mrs May will say: “As long as we defend our interests and stand up for our values, there will continue to be those who seek to undermine or attack us.

“But these people should be in no doubt that we will use every capability at our disposal to defeat them.

“Every part of our government and every one of our agencies has its part to play.”

The PM also told MPs that the Home Office is reviewing the Tier One investor visa system that allowed them to come to Britain amid fears that is it being exploited as a loophole by millionaire criminals.

A senior Whitehall official last night revealed the new ‘fusion’ security strategy was used to win round the world’s support against Russia after the Salisbury attack.

As digital whizzes battled Russia’s lies on social media, diplomats were allowed to use MI6’s secrets about Putin’s nerve agent assassination plan to persuade round allies to condemn the Kremlin and mount their own spy expulsions.

A Whitehall source said: “We have shared unprecedented levels of intelligence with partners”.

Shell-shocked President Putin is drawing up response to the multiple expulsions which he will announce personally in the coming days.

But Russia’s furious foreign minister Sergei Lavrov accused Britain and the US of blackmailing its allies to boot out their spies.

Mr Lavrov insisted: “This is the result of colossal pressure, colossal blackmail which is the main instrument of Washington on the international arena.

“We’ll respond, have no doubt. No one wants to put up with such loutish behaviour and we won’t.”

Russia’s ambassador to Israel sparked fury yesterday when he joked about the Salisbury nerve agent attack.

Alexander Shein said of the chemical weapons attack: “It’s a very, very unclear story, with a bad smell - like Novichok”.

Foreign Secretary Boris Johnson said the mass Russian spy expulsions was a “a turning point” in the West’s dealings with Russia.
