A BULLYING top cop who hit a junior officer with a stress ball has avoided the sack.

Essex Deputy Chief Constable Matt Horne was found guilty of three disciplinary breaches.

He swore at one officer, pushed another against a desk and later threw the rubber stress ball at him.

Mr Horne is currently deputy head of operations at the National Crime Agency.

He will keep his job as the panel ruled his bullying only amounted to misconduct, not gross misconduct for which he could have been fired.

The Independent Office of Police Conduct was also unable to refer the case to the CPS as more than six months had elapsed from the incidents in 2015 and 2016.

Instead, Essex Chief Constable Steve Kavanagh will decide on his punishment — limited to management action or a written warning.

But his let-off has sparked fury. Former Met commander John O’Connor told The Sun: “He should have been prosecuted for misconduct in ­public office.”

A former colleague of one of the bullied officers added: “There’s a lot of anger among Essex officers that Matt Horne has effectively being given a slap on the wrist. The whole thing stinks.”
