Germany and France face a rebellion over their hardline Brexit stance.

Luxembourg PM Xavier Bettel said: “Most would be happy to stick as close as possible to the current status quo.”

Chancellor Philip Hammond has said any EU offer of a trade deal that does not include services would not be a “realistic proposition” for the UK.
