A blueprint put together by Labour campaigners two years ago reveals Mr Corbyn could replace the council tax with a 3 per cent levy on the value of a homeowners’ land – including the garden.

This would result in an average bill of £3,837 across England – a 224 per cent on the current £1,185 council tax.

And for the first time Labour would put the tax on agricultural land – which currently escapes council tax.
