He revealed officers showed up at his door after finding a letter he had written warning the brute to steer clear.

But an investigation found “no evidence of criminality” and Campbell went on to attack the primary school pupil.

His teenage victim, now 37, said yesterday: “I gave police a statement in 1994 and they asked me, ‘What do you think of Mr Campbell?’

“I said, ‘He is a monster and he shouldn’t be allowed to work with children.’

“I told them about his letters asking for sexual acts but I said he didn’t touch me.

“I just said he would have slept with me if I allowed it.

“I held back at the time because it was easier for me.” In fact, Campbell, now 58, preyed on the lad after offering him cash to clean his stairs at home in Glasgow.

The boy escaped by leaping out of a window after the fiend groped him on his couch.

He later told cops about a “price list of sex acts” Campbell had sent him.

But the pervert dodged justice until he struck again, prompting detectives to revisit the first victim in 2015 when charges were finally pressed.

Campbell is believed to have left Glasgow shortly after the original claims. He returned in 1997 and worked with kids on a YMCA community project.

There he plied his second victim, now 26, with sweets and money in return for sex.

YMCA worker James Little, 45, told the High Court in Glasgow he contacted bosses about the beast’s behaviour in 1998 but no action was taken.

The witness said: “He seemed untouchable.”

Campbell was nailed last week for abusing the two boys between 1992 and 1997. He faces a lengthy jail term when he is sentenced next month.

A Police Scotland spokeswoman said: “An investigation was carried out following an allegation of inappropriate behaviour. However, following a thorough investigation, no criminality was established.”
