A recent poll showed most parents back a ban for under-16s, with mounting opposition to their use of TikTok and other sites.

Ministers are looking at a compromise that falls short of a ban but gives parents more peace of mind.

A “voluntary charter” for firms ensuring tighter safety measures is also under consideration.

Any new rules may be announced next month in addition to last year’s Online Safety Act.

Prime Minister Rishi Sunak has faced pressure from his own MPs including Miriam Cates over banning smartphones and social media for under-16s.

The move comes after the mum of murdered teenager Brianna Ghey demands mobile phones should be made specifically for under-16s to protect them.

Brianna Ghey was stabbed 28 times in February last year and was described as anxious and vulnerable - with her family insisting this was partly due to the time with her phone.

Esther, her campaigning mum, has said: “I would like to see mobile phone companies, tech companies take more responsibility for children's welfare.

“I'd like to see mobile phones specifically made for under 16s where they can't access social media sites in the first place.

“Also, I'd like there to be a link to the adult's phone, to the parent's phone.”
