One white van man appeared to be deep in conversation while motoring along, another sporting an Hungarian flag in the cab of his left-hand drive truck was engrossed in his handset and a worker in orange high viz was caught having a chin wag on the three carriageway road.

Under the current regime, offenders can only receive a sentence of up to 14 years.
Speaking in Parliament, Lord Woolf said: “To increase sentences, even though they are discretionary, excessively leads to sentencing inflation.
“Secondly, juries will not convict if they think that the sentences are inappropriate.”
