The harrowing footage shows the daughter screaming and weeping as her mother chops her dark locks off with an electric razor.
She had allegedly been picking on a female classmate who lost her hair from chemotherapy treatment.
The video was re-posted on Facebook this week, where it has received a mixed reaction.
