He clutches the soft toy and says: “Clangers are not just adorable pink knitted toys appearing on CBeebies, they are a reminder of the eight things we can all do to improve our lives and boost our immune systems.”

He used each of the letters from Clangers as a guide to help people through the pandemic.

Cllr McHugh is chairman of Oxfordshire’s health improvement partnership board which has been rapped for meddling in people’s lives over its smoke-free drive.

Outdoor smoking at restaurants and workplaces face the axe as the county aims to be the first in the UK to be smoke-free.

It already has fewer smokers than the national average. The council said no smoke-free time frame had been set.
