The stabbings happened in a neighbourhood with many bars and restaurants at around 11.15pm, but they were closed at the time of the attack because of Covid restrictions.
The victim who was killed was reportedly found outside the Bestseller bookshop on Ferdinand Bolstraat - a popular shopping street.
Police said the motive of the attacker is now yet known - however the assault is not thought to be terror-related.
In a statement, investigators said they "assume that the same person is responsible for the various incidents".
