But Mr Duncan Smith back, saying the Brexit will help fulfil the Tories' manifesto commitment to cut numbers below 100,000 a year.

He added: "I believe my Government should stand that and that is exactly what I fought that referendum on.

"Controlling our borders now gives that opportunity when we leave to be able to say we will deliver on that."

However, IDS distanced himself from Leave campaign posters that declared: "Let's give our NHS the £350million thetakes every week."

The former Tory leader said the "lion's share"EU membership fees would go to the health service, but he could not put a figure on it.

He told BBC One's The Andrew Marr Show: "It's not a promise broken. I never said that during the course of the election."

Foreign Secretary Philip Hammond also warned many Leave voters will be left "hugely disappointed" by Brexit's reality.

He accused Leave campaigners including Boris Johnson of making "incompatible" promises.

Mr Hammond also said the UK could only shut its borders by losing access to the single market, which would be "catastrophic" for the economy.

He told ITV's Peston on Sunday: "Key Leave campaigners made contradictory promises to the public.

"Boris is one of those. They have got to make those trade-offs between the different things they promised which are mutually incompatible."

Meanwhile, Labour MP Chuka Umunna warned "all those Brexit MPs trying to wriggle out of the overblown promises" will be held to account.
