that could allow them to attend football matches and cultural events currently out of bounds to large crowds.

However, it is reported Whitehall sources insist the controversial idea is still only at the discussion phase.

One minister highlighted the fact that a vaccination requirement for those wanting to attend the Tokyo Olympics had already been suggested.

"I think there are lots of people who think it is a logical extension and lots of people are interested in it," the minister added.

";One way of opening up society would be those people who have had vaccinations carrying some kind of QR code or some sort of immunity certification which shows that they have been tested."

The new comes amid reports fans would be allowed into sporting events in areas of the country with low infection rates under proposals submitted to the government.

The plan has been drawn up by officials at the Department of Digital, Culture, Media and Sport but has yet to be greenlighted by the government.

it is an adaptation of the system which is successfully being used in German football.

Whitehall insiders say it is unlikely to come into force until the new year but have not ruled out areas in tier one being able to have limited numbers of socially distanced fans or test events as early as next month.

Germany’s model allows stadiums to be up to 20 per cent full if the number of local coronavirus cases has been below 35 cases per 100,000 people over the previous seven days.

The proposals is reportedly still at an early stage and no details have been decided about how many supporters in England would be permitted in tier one, or if any would be allowed in areas of the country in tier two.

Earlier today, it was reported football fans could be allowed back into stadiums in England as early as next month.

Premier League and Football League clubs could welcome supporters back into stadiums in December under plans drawn up by the Govenment, according to .
