When does Tier 3 lockdown start in Manchester?

Greater Manchester's Tier 3 lockdown kicks off from Friday, October 23 at 00.01am.

It encompasses all 10 boroughs as the region is placed on the very high coronavirus alert level.

The area will join the Liverpool and Lancashire regions of northwest England which have already been placed in Tier 3, the highest level.

PM Boris Johnson announced on October 20 that he was imposing strict coronavirus restrictions on England’s second-largest urban area.

This happened after days of talks with officials in Greater Manchester collapsed over how much financial aid should be handed to residents whose livelihoods will be hit by the new measures.

Andy Burnham was hailed as King of the North on a sign on theatre Impossible in Manchester after he and other local politicians railed against a "winter of hardship".

When will the restrictions be reviewed?

The government said in a press release: "The restrictions in Greater Manchester will be reviewed by at least 11 November."

However, Mr Johnson said that restrictions in medium and high alert areas will be kept under "constant review", and could change at any time.

He added: "We will also keep these measures under constant review, including a four-week sunset clause for interventions in very high areas."

What has Mayor Andy Burnham said about the lockdown?

Greater Manchester Mayor Andy Burnham learned the detail of the Government's Tier 3 lockdown decision while speaking live on TV.

He was initially wrongly told that the region would get "£20 million only" - despite holding out for £65m.

Mr Burnham was later informed it would be £22m.

He told the press conference on October 20: "It's brutal to be honest, isn't it?

"This is no way to run the country in a national crisis. This is not right. They should not be doing this.

"Grinding people down trying to accept the least they can get away with.

"£22m to fight the situation that we are in is frankly disgraceful."

Mr Burnham asked: "Is this a game of poker with people's lives?

"Are the government trying to put pressure on people to take as little as they can possibly get away with?"

He also said: "What we've seen today is a deliberate act of levelling down.

"I don't believe we can proceed through this pandemic by grinding people down. We need to carry them with us, not crush their spirit."

Mr Johnson told MPs he would bypass Mr Burnham and offer £60million to local councils.

There are varying reports on exactly how much money was being sought for the region - ranging from £75m in the Manchester Evening News, to £90m, as reported by the Associated Press.
