Silviu Bungaru filmed the incident as he tried to explain why he didn’t have a ticket.

But the parking warden is not happy with being filmed and tells the dad-of-two he will ‘have him arrested’.

The video shows the enforcement officer marching towards Mr Bungaru.

When the driver tells him he is being filmed he tells Silviu: “You record me without my permission, I will have you arrested.”

The exchange gets more heated as the traffic warden tells Mr Bungaru: “You are rude, not me.”

He goes onto say: "You're the person who parked their f***ing car there, so f*** off."

The pair appear to square up and dad Silviu replies: “Nice language, well done sir.”

The officer then marches round to the car, checks his machine and appears to issue the ticket.

As the warden storms off Silviu adds: “Well done mate.”

The traffic officer then appears to raise his hand and swear again.

Silviu reported the white-haired parking warden to council traffic chiefs.

The foul-mouthed officer was immediately removed from duty "until further notice".

A city of Cardiff council spokesman said: “The Council has seen the video and the parking enforcement officer in question has been removed from on-street duties until further notice.

“An investigation will now take place into the circumstances surrounding the event. The council does not condone this type of behaviour and has guidelines which we expect our employees to adhere to.”

In January this year it was revealed that there were plans for traffic wardens in Cardiff to wear body cameras while carrying out their duties.

Speaking at the time local councillor Ramesh Patel said traffic wardens “can be the victim of spurious allegations, verbal abuse, aggressive threats and acts of violence from some members of the public.

“These body cameras will be part of a range of preventive measures that will help to protect them as the material they record can be used as evidence in a court of law.”

The council said the cameras would only be used to ensure the safety of both staff and members of the public.

It was said officers would have extensive training on the correct and appropriate use of the equipment if it were to be rolled out across the city.
