The 85-year-old was considered the richest man in the country before the genocide took place and he made his money by selling tea in the 1970s.
He came within touching distance of ruling the MRND party (National Republican Movement for Democracy and Development), and he was also the in-law of President Juvénal Habyarimana, who died in 1994.
Félicien has been accused of using his business and facilities to organise and put money towards funding the killings that took place during the Rwandan genocide.

Kabuga was indicted on August 29, 1988, and was charged with:

From January 1993 to March 1994, a whopping 500,000 machetes were shipped to Rwanda and Kabuga has been named as one of the main importers of these machetes.
How was he captured?
In May 2020, after evading capture for 26 years, Michael was eventually hunted down and arrested in Asnières-sur-Seine, near Paris, France.
Serge Brammertz, a UN war crimes prosecutor, launched the investigation into finding the businessman.
He was arrested by French police due to an investigation which involved the International Residual Mechanism for Criminal Tribunals (IRMCT) Office of the Prosecutor.
Where is he now?
On June 3, 2020, a court in Paris approved handing Kabuga over to the ICC.
The Rwandan was extradited to a UN international tribunal in The Hague, Netherlands.

Kabuga has denied the charges and called them "lies" and his lawyers had wanted him tried in France, saying he would be subjected to a “political” trial at the IRMCT.
Mr Kabuga is able to appeal the decision to hand him over to the IRMCT, which is also based in the Tanzanian city of Arusha as well as The Hague in the Netherlands.
